If you would like the balloons to float, you will need to use helium to inflate them. Otherwise, a normal balloon pump will work fine but the balloons will sink. You can hang the balloons from a wall, for example if you wish for them to be suspended without the need for helium.

You can purchase helium canisters from most large supermarkets or online, should you wish.
